To change the way dates are displayed in APS, you’ll need to change the way Windows displays dates.

As an example, I currently display dates as…
Short Date: M/d/yyyy
Long Date: dddd, MMMM dd, yyyy
like this:

I’d like to change the format to Short Date: yyyy-MM-dd, Long Date: MMMM dd,yyyy.

In order to do this, I need to change my Windows date/time settings by clicking the “Start” button, then typing “date” into the search box, and then selecting “Change the date, time, or number format”:

On the following pop-up box, I see my current settings:

In the appropriate drop-down menus, I select the format that I’d like to use:

Once I apply these changes, I’ll need to close APS if it is already open. The next time I run APS, the date formats are changed:

Note: not all dates can be changed in APS, but the ones that can change are changed via the Windows settings.
